The shape of the cross-section of the ring-rolling blank (11) includes sections (17) where the height decreases, in which the height from a center line (CL) that divides the cross section into two parts in the height direction decreases towards the inner peripheral surface (13), which contacts a mandrel roll. The shape of the ring-rolling blank (11) has substantial line symmetry with the center line (CL) as the axis of symmetry. The height (Hin) of the inner peripheral surface (13) is 20-50% of the maximum height (H1) of the ring-rolling blank (11).
