A retractor mechanism (10) for a pet collar. The retractor mechanism (10) includes a case (12) with a cavity (100), a spool assembly (50) with a spool plate (52), a line (26) wound on the spool assembly (50) with a free end (60) exiting the case (12) that is attached to a leash handle (62), a power spring (90) that biases the spool assembly (50) to a wound state, and a centrifugal/inertial brake (64) having with a lock member (72) with a heavier distal lock end (76) a lighter proximal end (78), and lock member spring (74). The lock member (72) pivots on the spool plate (52). When the spool assembly (50) is spun above a threshold rotations speed, a centripetal force acting on the distal end (76) of the lock member (72) exceeds a spring force of the lock member spring (74) acting on the proximal end (78) of the lock member (72), thereby pivoting the lock member (72) into contact with a catch (110) in the cavity (100) of the case (12) to prevent the spool assembly (50) from rotating further.
