<p>PROBLEM TO BE SOLVED: To provide a control device that is able to update a radio wave environment map according to a change in an operational environment and to dynamically adjust a parameter to an optimal value.SOLUTION: A control device collects and integrates reception power and physical cell IDs from a plurality of base stations, determines whether communication terminals are situated in the vicinity of each other from the corrected and integrated reception power and physical cell IDs, extracts a terminal which is an integration of the communication terminals determined to be in the vicinity as a representative terminal, creates a map indicating the distribution of the representative terminal, stores the created map, sets an operation frequency and transmission power for the base station in a simulative manner, empirically estimates reception power of the representative terminal relative to the operation frequency and transmission power set in the simulative manner from the stored past maps, determines a new operation frequency and transmission power for the base station on the basis of the estimation result, and sets the new operation frequency and transmission power to the base station.</p> |
