PROBLEM TO BE SOLVED: To provide a technique for suppressing the elimination of the remaining level of a charge capacity in the battery of a portable terminal when leaving home.SOLUTION: A monitoring device includes: a reception unit for receiving battery information indicating a charge capacity in the battery of a portable terminal transmitted from the portable terminal and position information indicating the position of the portable terminal and the temporal change of the position; a first calculation unit for calculating the travel speed of a user possessing the portable terminal through the use of the position information when it is determined that the remaining level of the charge capacity is equal to or lower than a predetermined level on the basis of the battery information; a second calculation unit for calculating a movable range of the user in a portable terminal usable state on the basis of the travel speed calculated in the first calculation unit and the position of the portable terminal included in the position information; an extraction unit for extracting information indicating the location of a battery charger present in the movable range of the user calculated in the second calculation unit; and a transmission unit for transmitting information extracted by the extraction unit to the portable terminal.
