The present invention relates to a method to produce a red ginseng water extract with increased quality; a red ginseng water extract produced by the same; and a method to increase a ginsenoside content. According to the method to produce a red ginseng water extract, water is added to red ginsengs to firstly extract the red ginsengs at low temperatures to increase a saponin content; and the red ginsengs are secondly extracted at low temperatures.
