The present invention relates to an image sensor and a method of manufacturing the same. The image sensor according to one embodiment of the present invention includes a substrate which includes a pixel region and a peripheral region; an interlayer dielectric structure which has a first recess region in the pixel region and a second recess region arranged in the bottom of the first recess region; a color filter arranged in the second recess region; and an organic photoelectric layer arranged in the first recess region.
