A thermal energy distribution arrangement for a vehicle comprises a first heat pump section at a first temperature and a second heat pump section at a second temperature; a first thermal energy distribution path 26 transporting a first fluid through the first heat pump section with pump 32 and a second thermal energy distribution path 28 transporting a second fluid through the second heat pump section with pump 34; and a means to selectively connect at least one of the thermal energy distribution paths to transfer thermal energy to or from a component of the vehicle. The heat pump may comprise an evaporator 18 and a condenser 22. There may be a third heat pump section at a third temperature transporting a third fluid through a third thermal energy distribution path 30 comprising condenser 24 and pump 36. The heat pump may comprise an accumulator and valves such as 74 may be used to connect an energy distribution path to a vehicle component such as cabin heater 60.
