The device has a casing body (10) defining a hollow body (11), and a cutting block (20) arranged at a front end of the casing body. The cutting block comprises a fixed blade and a movable blade driven in oscillation. An electric motor (30) comprises an output shaft for operating the movable blade, and a rotary control unit (8) e.g. button or ring, is connected to a comb by a transmission unit (T).
