The present invention relates to a pharmaceutical composition for agriculture and a method for manufacturing the same. The method includes the steps of: obtaining an organic solvent extract by heating mixture 1 including plant 1 and an inorganic solvent; obtaining a hot water extract by heating mixture 2 including plant 2 and water; obtaining plant extract nanocapsules by mixing the extract and the hot water extract; obtaining emulsion by imposing pressure on mixture 3 and by agitating mixture 3; and obtaining a mixture of the plant extract noanocapsules, the emulsion, and the solvent.
