PROBLEM TO BE SOLVED: To provide an aqueous thermosetting resin composition which does not contain not only formaldehyde but also an alkanolamine and can obtain a cured product having properties equal to or more than those of the conventional formaldehyde resin. SOLUTION: The thermosetting oil-in-water type emulsion includes a neutral salt of a carboxy group-containing polymer having an acid value of 5-80 mgKOH/g as an emulsifier, a radically polymerizable monomer having two or more ethylenically unsaturated groups in the molecule or an oligomer thereof, and a compound which generates a radical by heat in the oil phase, the amount of the radical polymerizable monomer or the oligomer being 10-110 pts.mass based on 100 pts.mass carboxy group-containing polymer before neutralization.
