The present invention provides a two stage heat pump cooling and heating device comprising a fourth heat exchanger (104) connected between a first heat exchanger (102) and a first expansion valve (105) on one side; a fifth heat exchanger (217) connected between an air evaporator (205) and a second compressor (203) on one side; and a heat medium circulation unit which transfers heat to a low-temperature cycle (200) by forming a closed loop in connection between the other side of the fourth exchanger (104) and the other side of the fifth heat exchanger (217) or transfers heat to the air evaporator (205) through the closed loop in connection with the fourth exchanger (104) and circulates a heat medium accommodated inside selected closed loop.
