The present invention relates to a fixing member for reinforcing a non-excavating pipeline and a repairing method using the same and, more specifically, to a fixing member for fixing a profile arranged on the inner periphery of the embedded pipeline in a spiral shape. The fixing member is configured to comprise: a fixed sleeve mutually joined with the profile at a location where is adjacent to the profile and disposed to cover a portion of which the profile is mutually joined; an elastic piece to connect the two ends of the fixed sleeve; and a clamp to control the diameter of the fixed sleeve, wherein the fixed sleeve and the elastic piece are more cylindrically shaped and the clamp is compressed in the inner peripheral surface of the profile by maximizing the diameter of the fixed sleeve.
