The present invention relates to an apparatus for lightweight rating prediction using an influential recommender and a method thereof. The apparatus for lightweight rating prediction using an influential recommender includes: a degree calculation unit for calculating the degree of one or two or more recommenders based on a reliable matrix; a K-shell decomposition unit for calculating a K-shell level for each of the one or two or more recommenders using K-shell decomposition for the calculated degree of the one or two or more recommenders; and a rating prediction unit for comparing the K-shell level for each of the one or two or more recommenders with a predetermined threshold to calculate the average of recommendations of a recommender having a larger value than the threshold, and creating a predicted rating based on the calculated average of recommendations and a rating matrix, wherein the complexity of operation and the accuracy of a prediction range and prediction can be controlled by adjusting the threshold.
