The present invention relates to a safety system on the sea for a small nuclear power plant. According to the present invention, an integrated water tank is capable of storing cooling water in an ocean structure installed on the sea, and the safety system is formed to make a differential head seawater by unifying the exiting of the ocean structure to the outside to flow in an inner space of the integrated water tank. Therefore, the safety system can continuously supply seawater to the integrated tank and use the seawater as a cooling water regardless of the size of the integrated water tank; and the safety system can continuously perform a cooling function using the cooling water during an emergency in the nuclear power plant by the seawater supplied by the differential head to the integrated water tank. At the same time, the cooling water stored in the integrated water tank flows by weight into a plurality of cooling systems, and during an emergency such as a power interruption, the safety system can perform a passive cooling function normally and continuously even without an additional external power supply.
