PURPOSE: An adaptive filter creation apparatus for compensating and estimating a motion is provided to improve the motion estimation performance by adding simple information. CONSTITUTION: An optimal filter generator(110) creates an optimum filter of a unit block. A representative filter generator(130) concentrates the created optimal filter based on the special location of optimal filter coefficients. The representative filter generator creates representative filter in each concentrated filter coefficient space. A unit for selecting the number of representative filters(150) selects the number of the representative filters based on the encoding error of a decoding image and the total bit number which is generated in a specific encoding unit. |
