PROBLEM TO BE SOLVED: To maximally uniformly fill a filling quantity of a fluid substance having a physical property as a compressible fluid, in s filling device or a filling method for using a technology of distributive filling.SOLUTION: The filling device comprises a first flow passage and a second flow passage having a plurality of branch pipes of branching off from the first flow passage, and distributively fills a predetermined foam-containing fluid being the compressible fluid. The plurality of respective branch pipes are provided with control valves for controlling flow rates of the predetermined foam-containing fluid in the respective branch pipes so as to become equal in a filling quantity of the predetermined foam-containing fluid filled in respective containers from the respective branch pipes, and controls the filling quantities of the predetermined foam-containing fluid from the plurality of respective branch pipes by controlling openings of the control valves on the basis of measurement parts for measuring the filling quantities of the predetermined foam-containing fluid in the container filled in the respective containers from the plurality of respective branch pipes and an average value of the filling quantity of the predetermined foam-containing fluid filled in the respective containers from the plurality of respective branch pipes measured by the measurement parts. |
