PROBLEM TO BE SOLVED: To provide a mixing apparatus capable of mixing soft soil such as dredge soil and steel-making slag together easily at low cost, and a method for mixing the steel-making slag to the soft soil.SOLUTION: A mixing apparatus includes: transfer means 3 having a plurality of belt conveyors 2, 2... installed so that a discharge side end 2b of the upstream side belt conveyor 2 is located at a position higher than an input side end 2a of the downstream side belt conveyor 2 by a prescribed height of fall H; moisture ratio adjustment means for adjusting the moisture ratio of soft soil inputted to the transfer means 3; slag supply means 6 for adding steel-making slag 5 to a prescribed amount of soft soil 4 at a predetermined ratio on the upstream side of the transfer means 3; and mixing promotion means consisting of one or a plurality of mixing reaction bodies 20, 20 arranged at a prescribed collision distance D under the discharge side end of the upstream side conveyor. Mixing of the soft soil with the steel-making slag is promoted by making them collide onto the mixing reaction bodies.
