PROBLEM TO BE SOLVED: To provide a control apparatus configured to control a range of information to be accessed, for each external device, even if a valid access is made to information from the external devices, and to provide a system and method thereof.SOLUTION: A service providing source ID 4653 for identifying a service providing source which accesses an ECU 17 mounted on a vehicle 1, and an ACL 465 associated with an attribute of the ECU to be accessed from the service providing source or an ASIL defined by the ECU are introduced. In order to manage the ACL 465 in safe and up-to-date manner, An ACL management server 4 is installed, and a service providing server 3 is installed for providing services for reading and rewriting control information of the ECU according to a request from a user. A gateway 11 is installed for determining whether to permit access to the ECU 17 by use of the ACL 465, for access instruction execution information 154 received from the service providing server 3. |
