PROBLEM TO BE SOLVED: To provide a developing device capable of providing good image quality even when a developer with high aggregation force is used.SOLUTION: A developing device includes a developer carrier 41, and a developer supply member 42 that is brought into contact with the developer carrier 41 to supply a developer on the surface of the developer carrier 41. The developing device forms an electric field in a direction to move the developer from the developer carrier 41 to the developer supply member 42 between the developer carrier 41 and the developer supply member 42, when the aggregation degree of the developer is 54% or more and at a timing at which the developer supply member 42 does not supply the developer to the developer carrier 41.
