PROBLEM TO BE SOLVED: To enable changing of a temporal ratio between positive voltage application time and negative voltage application time in sub-field driving.SOLUTION: The storage means stores a first SF code set and a second SF code set with different temporal ratios between total time of On periods included in a positive sub-field code and total time of On periods included in a negative sub-field code; and conversion means performs: converting a video signal into a positive sub-field code and a negative sub-field code on the basis of a first sub-field set, and outputting the conversion result as a sub-field code to be used in a first period in which an image is visible to a viewer; and converting a video signal into a positive sub-field code and a negative sub-field code on the basis of a second sub-field set, and outputting the conversion result as a sub-field code to be used in a second period in which an image is invisible to a viewer.
