PROBLEM TO BE SOLVED: To efficiently create an electronic book and a book for printing.SOLUTION: A book management device includes: a raw element storage part for storing one or more raw elements; a first page related definition information storage part for storing first page related definition information; a page generation part for arranging one or more raw materials in three or more pages by using the first page related definition information to generate three or more pages; and an output part for outputting the three or more pages. The first page related definition information storage part includes: first arrangement related definition information storage means for storing first arrangement related definition information defining the two-dimensional arrangement relation of the three or more pages; and first raw material arrangement information storage means for storing first raw material arrangement information defining one or more raw materials arranged in each page. The page generation part two-dimensionally arranges each of the three or more pages by using the first arrangement related definition information, and arranges one or more raw materials in each page by using the first raw material arrangement information to constitute the three or more pages. Thus, it is possible to efficiently create an electronic book and a book for printing.
