PROBLEM TO BE SOLVED: To improve stability of an original color of an image.SOLUTION: The device includes: a nonlinear conversion unit 21 for performing nonlinear conversion of a color vector indicating a color of each pixel in an image into a feature vector of a dimension higher than the dimension of the color vector; and a principal component analysis unit 22 for calculating a conversion rule by performing a principal component analysis of the feature vector obtained through conversion by the nonlinear conversion unit 21, converting the feature vector into a vector for coding on the basis of the conversion rule, and outputting conversion rule information indicating the conversion rule.
