PROBLEM TO BE SOLVED: To provide a radio network control device that is able to shift a mobile station to an appropriate standby band at the end of a call.SOLUTION: One aspect of the invention relates to a radio network control device that includes: a different frequency wave measurement activation unit that shifts a mobile station to a different frequency wave measurement mode, and obtains and stores a different frequency wave measurement value indicating the communication quality of a band to which the mobile station can shift measured by the mobile station during the activation of the different frequency wave measurement mode; a throughput estimation unit that estimates the throughput of the band to which the mobile station can shift if it is determined that the mobile station should shift to an idle mode; and a standby band determination unit that determines a standby band where the mobile station having shifted to the idle mode should stay on the basis of the stored different frequency wave measurement value and the estimated throughput. |
