PROBLEM TO BE SOLVED: To provide a disaster-prevention information transmission system for enabling the user of a receiver to grasp the fact that the receiver is used at a place where the reception state is unstable.SOLUTION: A transmitter (3) includes means for superimposing a setting signal including an identification signal indicating a transmission object area and an instruction signal for setting the state of a receiver (4) in a one-segment radio signal. The receiver (4) is configured to execute: demodulating the received one-segment radio signal to generate a one-segment information signal; determining the propriety of a reception state; determining whether or not the transmission object area is made to correspond to an area including the arrangement site of the receiver (4) on the basis of the identification signal in the one-segment information signal; setting the state of the receiver (4) on the basis of the instruction signal in the one-segment information signal; and notifying a user that the reception state is not satisfactory with an image and a voice; and notifying the user of the state set in the receiver (4) with the image and the voice.
