PROBLEM TO BE SOLVED: To provide a transmitting device and the like that can reduce influence due to coupling present between the transmitting device and a receiving device.SOLUTION: A transmitting device of the invention includes: a monitoring unit 142 for monitoring an index value of the total amount of deviation of the signal level of a signal; a symbol determining unit 138 for determining an object symbol to be changed among a transmission symbol string formed by the signal on the basis of the index value of the total amount of deviation of the signal level; a symbol position changing unit 138 for changing the position for the object symbol to the position of a signal point where the deviation of the signal level is reduced; and a transmitting unit 128 for transmitting a signal forming a transmission symbol string about which the change was made to a receiving device.
