PROBLEM TO BE SOLVED: To eliminate the need to newly provide an operation arm protruding from a clamper while providing an adapter to which a shared operation rod can be mounted (for easily clamping a wire without requiring excessive physical strength, skills and tense).SOLUTION: A clamper causes a stripping blade 136 to cut into a coating of a wire in response to a wire clamp operation of a recessed groove 113 provided in a substrate 112 and a movable body 131 which freely moves proximately to and away from the recessed groove 113. By rotating the clamper in a cut-in direction of the stripping blade 136, a coating is stripped from the wire. A clamp shaft 151 for moving the movable body 131 back and forth with respect to the recessed groove 113 includes a composite joint 161 combined with an adapter 156 for mounting the shared operation rod in a freely removable manner and a second operation hole 155 in which a binding machine can be hooked.
