The movement suggestion input part inputs the suggestion of movement from one spot to the other spot. The control part controls a notification part 403 to notify a meter-reader of a traffic dangerous place between one spot and the other spot on the basis of the suggestion of the movement input by the movement suggestion input part before the handy terminal for meter-reading passes the traffic dangerous place.
