PROBLEM TO BE SOLVED: To provide a method for forming a water-repellent film capable, even in a case where stimuli such as friction, etc. are exerted onto the surface of the water-repellent film, of inhibiting the flattening of an uneven structure formed on the surface of the water-repellent film and of maintaining a high hydrophobicity; and an object on which the water-repellent film is formed (e.g., a fin portion of a fin pipe-type heat exchanger).SOLUTION: A water-soluble coating film (2) consisting of a water-soluble substance is formed, as a protective film, on the surface of a water-repellent resin film (1) formed on the surface of a target object and having an uneven structure on the surface thereof. |
