PROBLEM TO BE SOLVED: To provide limited offset compensation and a video encoding/decoding method based on loop filter and its device.SOLUTION: A video decoding device is configured to receive a first indicator for indicating whether to support offset compensation in which at least one of a sequence, a picture, a frame, a slice, a coding unit (CU), a prediction unit (PU) and a transform unit (TU) is limited from an encoder, and to receive a second indicator for indicating the application propriety of limited sample adaptive offset (SAO) compensation or an adaptive loop filter (ALF) from the encoder, and to receive a parameter from the encoder, and to apply the SAO compensation or ALF to the pixel of a restored video on the basis of the second indicator and the parameter. |
