PROBLEM TO BE SOLVED: To improve encoding efficiency while suppressing an increase in a load.SOLUTION: An extraction circuit 71 of a filtering prediction circuit 64 extracts a motion compensation image for prediction image generation of an enhancement layer with high resolution from the reference frame of a base layer with low resolution. A filtering circuit 72 of the filtering prediction circuit 64 performs filtering using the analysis of a time direction accompanied by up-conversion to the motion compensation images of a plurality of base layers extracted by the extraction circuit 71, and generates the prediction image of the enhancement layer. This invention may be applied to, for example, an encoding device and a decoding device. |
