PROBLEM TO BE SOLVED: To contribute to movement according to a will of each individual and suitable diffusion of crowd.SOLUTION: A management device comprises: an induction candidate information acquisition section for acquiring induction candidate information including positional information of an induction candidate and induction candidate feature information; an induction destination information acquisition section for acquiring induction destination information including operation information of an induction destination and induction destination feature information; a propaganda area determination section for determining a propaganda area, on the basis of the induction candidate information and the induction destination information, from one unit area obtained by dividing a predetermined space or from among two or more unit areas obtained by dividing the predetermined space; and a propaganda execution section for executing the propaganda of the induction destination with respect to the propaganda area.
