PROBLEM TO BE SOLVED: To provide an oil-in-water type cosmetic that has a fresh and refreshing feeling specific to an oil-in-water type emulsion, maintains sufficient water and/or oil repellency even after repeatedly rubbed in the presence of water and/or oil after application, exhibits excellent stability with time even without any surfactant, and can also be used as a spray product by filling in a spraying apparatus.SOLUTION: An oil-in-water type cosmetic contains (a) crystalline cellulose, (b) sodium carboxymethyl cellulose, (c) a liquid dispersion medium, and more preferably (d) a surface-treated powder. |
