A method for manufacturing a color filter substrate, comprising: a step of forming a black-matrix pattern and an RGB filtering layer pattern on a base substrate, wherein the black-matrix pattern is partitioned into multiple sub-pixel regions on the base substrate, the RGB filtering layer covers the multiple sub-pixel regions, and the sub-pixel regions are formed of transmission regions and reflecting regions. Before the RGB filtering layer pattern is formed, the manufacturing method further comprises: a step of forming multiple grooves on the base substrate, wherein the position of each transmission region in the sub-pixel regions corresponds to the position of each groove. Correspondingly, provided are a color filter substrate manufactured by using the manufacturing method and a display device having the color filter substrate. The method for manufacturing a color filter substrate can achieve the effect of color coordination, and can also simplify the process and thin the over coat layer.
