PROBLEM TO BE SOLVED: To provide an inductive load drive control device, controller and construction machine, capable of performing a control operation in compliance with an inductive load drive system without changing a circuit.SOLUTION: This invention comprises: an instruction value generating part 27a for outputting an instruction value of a current applied to an inductive load 23; a duty ratio calculation part 27b for calculating a duty ratio on the basis of the instruction value and a detected value; PWM signal generating part 27c for generating PWM signal having a duty ratio; an instruction generating part 28a for outputting ON/OFF instruction for energization to the inductive load 23; ON/OFF signal generating part 28b for generating ON/OFF signal on the basis of ON/OFF instruction; a switching element 26 for energizing the inductive load 23 in response to any one of PWM signal and ON/OFF signal; and an output system changing-over part 29b for selecting any one of PWM signal and ON/OFF signal.
