<p>This monitoring system is for appropriately determining a congestion state of a specific network during packet communications, and includes: a monitoring device; and a transfer device that transfers, at a connecting point between a user-terminal-side first network and a server-side second network, packets to be communicated between the user terminal and the server and further transfers the packets to the monitoring device. The monitoring device analyzes the packets communicated between the user terminal and the server, determines packet loss in the first network for packets which are transferred between the user terminal and the server on the basis of the analysis result, and determines whether or not the first network is experiencing a bottleneck on the basis of the packet loss.</p> |
