PROBLEM TO BE SOLVED: To provide an internal combustion engine control device for driving an electromagnetic load such as an injector (fuel injection device) which improves fault diagnosis accuracy by providing means for inexpensively shortening a wrong diagnosis occurrence period of the electromagnetic load even when a driving period of the electromagnetic load becomes short.SOLUTION: A low side driver 10 disposed to drive an electromagnetic load 5 is turned on to increase a current flowing to a ground via the low side driver 10. This can quickly electrically discharge a noise/surge protection capacitor 9 to enable a remarkably quick electrical discharge and, consequently, quick convergence of a low side drain voltage 46 to a constant value 105 without the addition of special discharging components.
