PROBLEM TO BE SOLVED: To overcome degradation of system performance such as overhead and/or delay of a broadcast channel.SOLUTION: An access terminal 102 includes at least first, second and third functional layers. The first functional layer (e.g., a MAC layer) attempts to transmit a data packet on behalf of the third functional layer (e.g., an application layer) to an application server via a serving network. If the first functional layer receives an ACK that the serving network has received the data packet, the third functional layer is notified of the ACK. If the first functional layer determines that the transmission has failed, the third functional layer is notified of the transmission failure.
