In one embodiment, the system includes a laser oscillator pump, a spontaneous parametric down-conversion element coupled to the laser oscillator pump, the spontaneous parametric down-conversion element having a first optical output and a second optical output, a first photodetector coupled to the first optical output, a first clock coupled to the first photodetector, a second photodetector coupled to the second optical output by an optical link, and a second clock coupled to the second photodetector.
