PROBLEM TO BE SOLVED: To simultaneously display, on a display screen, frame images respectively photographed at the same time by plural cameras even if a difference occurs among times respectively managed by the cameras.SOLUTION: In a camera monitoring system S including: plural IP cameras 10A, 10B, 10C, and 10D; and a monitoring PC 50 that simultaneously displays, on a monitor screen DS, frame images photographed by the IP cameras 10A to 10D, an order data adding unit 12 that embeds order data, which represents a photographing order, in image data of frame images, and a data transmitting unit 14 that transmits the order data-embedded image data are provided in each IP camera. On the basis of the image transmitted from each IP camera, the monitoring PC 50 changes the frame images simultaneously displayed on the monitor screen DS in accordance with the photographing order so that photographing orders coincide with one another among the frame images.
