PROBLEM TO BE SOLVED: To measure a delay time in a telephonic voice communication service.SOLUTION: A delay time measurement device for measuring a delay time in a telephonic voice communication service comprises: signal reception means for acquiring a signal inputted from a second terminal of the telephonic voice communication service when a test signal is inputted to a first terminal of the telephonic voice communication service; and delay time measurement means for measuring, from the signal acquired by the signal reception means, a delay time at a start position and an end position in a voiced interval of the test signal. The delay time measurement means is provided with voiced short interval determination means for determining whether a short interval of a specific length in time is a voiced short interval, and delay time calculation means for calculating a delay time at the start position and end position in a voiced interval of the test signal by determining the start position and end position in a voiced interval of the signal acquired from the determined voiced short interval by the signal reception means.
