PROBLEM TO BE SOLVED: To provide a heat exchanger that increases a coefficient of performance by efficiently cooling a condenser and that can expand control width of humidification capacity in vaporization type humidification, and a humidifier.SOLUTION: A heat exchanger, which exchanges indoor heat with outdoor heat by circulating a heat transfer medium, includes: a fin 120 that brings about the vaporization and heat absorption of the heat transfer medium; a compressor 216 that compresses the heat transfer medium; an outdoor heat exchanger 212 that releases heat of the compressed heat transfer medium to liquefy it; and a damp layer 140 that is provided on an outer surface of either or both of the fin 120 and the outdoor heat exchanger 212.
