PROBLEM TO BE SOLVED: To provide a dam sand sluice opening/closing control device capable of automatically ensuring a responsibility outflow rate to a downstream river at the time of tripping of a hydraulic turbine generator.SOLUTION: A dam sand sluice opening/closing control device 10 opens a dam sand sluice 6 to ensure a responsibility outflow rate to a downstream river 7 at the time of tripping of a hydraulic turbine generator 3 installed in a reregulating reservoir type hydraulic power plant. The dam sand sluice opening/closing control device 10 includes: a sand sluice aperture calculation part 15 functioning as dam sand sluice opening/closing control means for controlling opening/closing of the dam sand sluice 6 on the basis of an ALR set value for performing opening/closing control of a guide vane of the hydraulic turbine generator 3 and a dam water level which is the water level of a reregulating reservoir 1 of the reregulating reservoir type hydraulic power plant, so as to ensure the responsibility outflow rate during the operation of the hydraulic turbine generator 3 at the time of tripping of the hydraulic turbine generator 3; a sand sluice aperture deviation detection part 16; and a sand sluice control part 17.
