Provided is titanium oxide liquid dispersion having excellent dispersability and dispersion stability, and capable of forming a photocatalyst coating film for expressing rapid and excellent photocatalytic activity by coating and drying. This titanium oxide liquid dispersion comprises titanium oxide particles (A) carrying a transition metal compound, a dispersing agent (B) composed of polyacrylic acid or a salt thereof, and a solvent (C). An alkali metal salt of polyacrylic acid is preferably used as the polyacrylic acid or salt thereof in the dispersing agent (B). Also, the weight-average molecular weight of the polyacrylic acid or salt thereof in the dispersing agent (B) is preferably in a range of 1000 to 100000.
