1. A method of establishing a communication link between a first electronic device and a second electronic device, the method comprising:
receiving a first handover select message including plural alternative carrier information from the second electronic device, wherein each of the plural alternative carrier information includes first power state information being set to an inactive state; transmitting a handover request message including one of the plural alternative carrier information to the second electronic device; receiving a second handover select message in response to the handover request message from the second electronic device, wherein the second handover select message includes second power state information of the one of the plural alternative carrier information, the second power state information being set to an active state; and establishing the communication link based on the one of the plural alternative carrier information.
