PROBLEM TO BE SOLVED: To make order control processing and duplicate discard control processing in RLC layer functions easy while avoiding a possibility that an RLC-PDU will reach a radio base station eNB that does not have RLC layer functions.SOLUTION: In a mobile communication system, a master-RLC layer function comprises a transmission unit that is configured to notify a slave-RLC layer function of the identifier of a radio base station eNB#1 and the identifier of a bearer for a mobile station UE and a control unit that is configured to perform order control processing and duplicate discard control processing to RLC-PDUs received from the mobile station UE and the slave-RLC layer function, and the slave-RLC layer function comprises a transmission unit that is configured to transfer the RLC-PDU received from the mobile station UE to the master-RLC layer function.
