PROBLEM TO BE SOLVED: To provide a fine bubble generation device that has a simple structure capable of suppressing an increase in size of the device and malfunction, and can stably generate fine bubbles by suppressing excessive air suction accompanying an increase in flow rate of a fluid and controlling an air suction amount automatically with suitable precision for the flow rate of the liquid, and a bath hot water supply device with the fine bubble generation device.SOLUTION: A fine bubble generation device 1 includes: a revolving liquid flow generation part (revolving vane 2) which generates a revolving liquid flow in a flow passage of the liquid; a diameter reduction part 3 which reduces the revolving diameter of the revolving liquid flow; a gas introduction part 4 which introduces a gas from outside with negative pressure of the revolving liquid flow; a bubble generation part 5 which generates fine bubbles by the gas introduced by the gas introduction part 4 and the revolving liquid flow; and flow passage sectional area varying means 8 of varying the flow passage sectional area of a gas passage 41 of the gas introduction part 4 according to the flow rate.
