THE ANALYSIS SYSTEM AND CONTROLLING METHOD OF MOVING IMAGE DATA BY A CCTV MONITOR

Disclosed are a system and a method for motion analysis and control by image data processing using a bitmap of a CCTV monitor. The method of the present invention includes the steps of: storing a video photographed by an omnidirectional surveillance camera in a video storing folder of a storing device; extracting X-Y coordinates of an active area and storing a still image by discriminating the active area where the brightness of the photographed image changes as a process of detecting an active object in the video stored in the video storing step; photographing a black-and-white perspective image in which the active area is filtered by infrared rays by driving a tracking surveillance camera through pan/tilt/lens zoom functions to the X-Y coordinates of the active area and storing the perspective image in a perspective still image storing folder of the storing device; extracting a car license plate image from the perspective still image to convert the car license plate image into a car license plate text by license recognizing software and capturing the still image photographed in a background area separation step to be stored in a car image storing folder; and, in the case where the location of the image photographed in the car image storing step is photographed in an illegal parking/stopping surveillance area, cracking down illegal parking/stopping by measuring the illegal parking/stopping time and outputting the photographed image and the car license plate text if an illegal parking/stopping time limit has elapsed.
