The present invention relates to a method for encoding and decoding a scalable video using denoising filtering. Proposed is a method for encoding a scalable video, which generates base layer restoration images from a base layer image stream, and which restores an enhancement layer current image by using a reference image determined from among a determined reference picture list, when the reference picture list comprising at least one of the base layer restoration image and a denoised base layer restoration image corresponding to the enhancement layer current image from among the base layer restoration images is determined from an enhancement layer image stream.
