PROBLEM TO BE SOLVED: To reduce an adverse effect exerted on system control with an adjacent intersection by executing accurate dilemma determination at each vehicle 5. SOLUTION: When a vehicle 5 traveling on an inflow road into a junction J is present in traveling sections Z1, Z2 of a danger zone at the start of a yellow signal of a present cycle, a signal control apparatus 2 continues the blue signal of the present cycle in which a passage right is given to the inflow road, and when the vehicle 5 is not present in the traveling sections Z1, Z2, performs dilemma response control for ending the blue signal. The apparatus 2 acquires the speed and the position of the vehicle 5, sets a danger zone corresponding to the vehicle 5 in each vehicle 5, and determines whether or not the vehicle 5 is present in the traveling sections Z1, Z2 of the corresponding danger zone on the basis of the acquired speed and position of the vehicle and the set danger zone.
