PROBLEM TO BE SOLVED: To present excellent masking effects at low cost by generating minimum necessary masking noises at a place and time in which masking is required. SOLUTION: A noise masking system is provided which includes a positional information detection section 2, a voice control section 3, an acoustic control section 4 and a noise generation control section 5. The positional information detection section 2 has a personal information database D1 and detects positional information D2 composed of attending positions of persons in a meeting space and a personal space, attendants and attending times. The voice control section 3 detects sound pressure level information D3 composed of voices of a plurality of persons in the meeting space and calculates a generation level of masking noises. The acoustic control section 4 associates the positional information D2 with the personal information database D1 and extracts a noise generation signal N specifying a frequency property which is obtained by addition-averaging frequency properties corresponding to the persons in the meeting space and a region to generate masking noises therein. The noise generation control section 5 generates masking noises when the attending positions and the attending times meet set criteria in the acoustic control section 4.
